Ethical and Regulatory Issues Involved in the Clinical Development of Substance Abuse Disorders

The United States is experiencing an opioid crisis, which is a public health emergency. In 2016, opioid overdose deaths exceeded 40,000. Heroin overdose was responsible for 15,000 of the opioid deaths and prescription opioid-related deaths were 17,000. The SUNY Upstate Institute for Global Health and Translational Science will host a one day bioethics symposium to stimulate and document conversations and discussion about the moral, ethical, and regulatory issues surrounding the development of opioid countermeasures and conducting research in people with a history of addiction and substance abuse disorders. The symposium will feature local political, medical and scientific leadership in addition to presentations from top opioid vaccine developers to provide a state of the art review of the science behind opioid countermeasure development. Invited bioethicists will deliver talks outlining what they believe are the important moral and ethical questions associated with opioid vaccine development. Regulatory discussions will take place surrounding pathways to licensure for opioid vaccines and local organizations providing care and treatment for people with substance abuse disorders will be asked to provide personal perspectives on the problem.
